In another bowl, toss the sliced beef with cornstarch, salt, and pepper until evenly coated. This will help create a nice sear on the meat.
Heat 1 tablespoon of vegetable oil in a large skillet or wok over medium-high heat. Add the beef in a single layer and cook for about 3-4 minutes until browned and cooked through. Remove the beef from the skillet and set aside.
In the same skillet, add the remaining tablespoon of vegetable oil. Add the broccoli florets and sliced bell peppers, stir-frying for about 3-5 minutes until they are vibrant and tender-crisp.
Return the beef to the skillet with the vegetables. Pour the honey garlic sauce over the beef and vegetables, stirring to coat everything evenly. Cook for another 2-3 minutes, allowing the sauce to thicken slightly.
Drizzle sesame oil over the dish and toss to combine, then remove from heat.
Serve hot over a bed of cooked rice, garnished with sesame seeds or chopped green onions if desired.
